Basically when you go back to bury your parents. When you get near to skaalitz there is a small fortified set of buildings to the left side of the town (walls and a water gate) like a mini castle. There are a number of well equiped bandits (plate armor) you can sneak up to the back and knock out one of the secluded guards and loot him.
You don't have to "steal" a horse? just mount the horse you rode in on wtf. you get no penalty for that. Also, the leg day perk in herbalism is a meme. you get 1 xp of str per pick. Doesn't even adjust for the larger radius denying you more picks. Wasted perk point. Get flower power, and the one that lets you sell for more.
